Anyone know of any female villains that have the ability to drain superpowers? Any help is appreciated

Broadway Comics during its short existence had Fatale that could temporarily drain power and skills from anyone. She could walk past a row of people and gain their combined strengths through bare skin contact, but it only lasted for a few hours.
