True villians drink evil milk, it's like chocolate milk only pitch black and bitter, laced with tears and broken dreams.

Maybe. In Arkham Heights, the villains don't shoot bullets into people's faces. Maybe other things though...hypno rays, energy blasts, knockout powder....things like that.

You're darn skippy! It takes diabolical intelligence to be a top-drawer villain in Arkham Heights! Anybody can shoot a heroine with a gun. That takes no imagination.
