The forum keeps going down and giving members an Error 524. This is most likely because the servers the forum is on cannot handle the traffic/bandwith.

This is most likely due to increased load on the servers due to large files being accessed. I believe the easiest solution is to pay for extra traffic, but if that is cost prohibitive the other solution is to lower the limits of file sizes. If the forum had a video player that could also help as video files are actually smaller than gif files.

It actually goes a little deeper than that but you're on the right track. It has to do with how Apache interacts with the current hardware setup which is inadequate.
I needed to catch up on other work last week but most likely this server will be offline for a day next week as I move to a better server and overall hosting architecture.
