Yes as your are commissioning a piece of work. If you are big pals with the artist then they may do you a freebie once in a while but the vast majority will be paid commissions or payment in kind

There are artist patreons you can join that will do a commission for joining or have a raffle or something.

I charge 20 bucks for an art. Good artists may charge more. way more.
