It's from a recent spy action show called FUBAR, starring Arnold Schwarzenegger as the main spy Luke Brunner and Monica Barbaro (the woman in the civilian clothing) as his daughter Emma Brunner who is also a spy. So I would assume that the actual heroine is Emma (played by Monica) and she is beating and defeating a female criminal who is for some reason dressed as Wonder Woman.

Hope that explains it (i.e. it's not a Wonder Woman show in any respect, any more than Kaley Cuoco was when she wore a WW costume on Big Bang Theory).
