Yes, definitely prefer underwear, especially with a heroine who wears a skirt. A heroine with virtue would never wear a short skirt without panties. Besides, removal of the panties is part of the villain victory ritual.

Heroine Hunter is right on the money.

That's why I don't like a wimpering heroine, especially early in the peril scene. Wimpering destroys the heroine's aura of superiority. Maybe they can wimper at the point of total defeat, but not before then.

The most important part of a heroine's costume is the swimsuit cut. I prefer bare leg but can tolerate nude or flesh-colored pantyhose.

Colored hose is a deal-breaker. They may as well be wearing pants. I beg for leg that actually looks like leg.

I like Zatanna the best. Her legs are showcased brilliantly by her tuxedo, magician assistant's costume.
