Depends on how much you want to spend and what you consider as "good"
The top tier producers in production value for mild R-rated superheroine stuff in my opinion are the ones in SHG-Media homepage (i.e. The Rye, TBFE, SHF, Alex David). These people has proven themselves to be consistent and they are experienced. I've ordered 3 customs so far from TBFE and none of them disappoints. I put every details that I waned in the script and they pay attention to it.
However, with these producers, you'll want to be ready to spend $1000 or $2000+ especially if you're getting an adult actress. Some of their local girl would be cheaper.
I have never really experienced ordering custom from the clips4sale studios (primal, xxxtremecomixxx, etc) but they seem to be good as well and might be a better value! And they actually do hardcore stuff so if you're into that, might be something to consider

I believe a person posted a custom page with everyone's info on it, so that might cut down on your research. And there are plenty of threads on the subject matter already on this site. Good luck with your search. I did one with Alex David. I love it. She's my top choice.
