We have seen him lose fights to Damien and StarFire, gets captured by Harley Quinn and in Hugh he easily sucumbs to the Scarecroww's fear toxin despite his will power and was losing a physical fight to him.

We are talking about after Batman the best tactician and someone who can hold his own against Deathstroke. He is the only sidekick that is considered an equal in the JLA.
